Fashion Tech, Gaming and Language Tech: How SCALE7, Qatar's Creative Industries Hub, Works
- by Falak
Qatar's creative founders have a home that many still treat as just a fashion incubator. SCALE7, run under Qatar Development Bank (QDB) and M7 in Msheireb Downtown Doha, relaunched in December 2025 as the country's "one-stop hub for the Creative and Cultural Industries". It now covers six sub-sectors, from gaming to language technology. For a designer, writer, game studio or fashion-tech founder, knowing how its programmes connect can save a year of guessing about where to apply first. This explainer sets out what SCALE7 offers, who each stage is for, and how to decide whether it, Media City Qatar or QSTP is the better fit.
SCALE7 started as a fashion and design incubator, and its website metadata still says so. On 8 December 2025, QDB announced a new identity that widened the mandate to the whole creative and cultural economy. According to QDB and the Qatar News Agency, the hub had by then:
The six sub-sectors it now covers are:
The services listed in the relaunch are incubation, acceleration, mentoring, investment, capacity building and partner networks, running "from initial concept to global expansion".
SCALE7's programmes page sets out four stages. Each has its own entry point, so founders can join at the stage that matches where they are.
Two rules apply to both Pre-Acceleration and Acceleration. At least one team member must commit full-time. The startup must also be "established or plan to be established as a Qatari entity during the program". In return, both stages offer the opportunity to access a milestone-based equity investment. SCALE7 does not publish the amounts or equity terms, so ask the team directly before you plan around a figure.
The most recent publicly reported intake shows how the calendar works. For Wave 6 of Pre-Acceleration and Acceleration, applications closed on 31 January 2026, cohorts were due to be announced on 8 March, and the hybrid programme ran from 16 April to 20 May 2026. SCALE7 has not yet published dates for a 2027 intake, so watch its channels for the next call.
The February 2026 Future Creators Hackathon Wave 6 shows the first stage in action. Fourteen teams spent four days building across five tracks: Creative Tech, AI, Immersive Media, Gaming and Digital Culture. The winners were:
The British Council and Geekdom were strategic partners. Innovation Cafe and Nestwork were listed as ecosystem supporters (disclosure: Falak is affiliated with Innovation Cafe). The spread of winners matters. A circular-fashion marketplace, an esports venture and a child-focused AI tool all fit the same hub, which shows how broad the "creative" label now is.
The lesson for founders: a hackathon is a cheap way to test whether a team works together and whether an idea survives contact with mentors. Treat the prize as a bonus. The real value is a validated prototype and a relationship with the programme team before you apply to Pre-Acceleration.
Creative startups often stall at the prototyping stage because equipment is expensive. SCALE7's Labs Services address that with four spaces:
Event spaces for 30–80 people are also available. Booking is by quotation through labs@scale7.qa. No fees are published, so request a quote early when you budget a product run.
Qatar has more than one home for creative and tech founders, and the right one depends on what you build and how you plan to grow. As general guidance:
Gaming founders have the most overlap. If your edge is the creative product (story, art, community), SCALE7's programmes are a natural start. If your priority is licensing, tax and a corporate base for a studio, Media City Qatar's framework is the stronger draw.
SCALE7 frames its vision around Qatar's economic diversification "under QDB's mandate and National Development Strategy 3". The Third National Development Strategy (2024–2030) is the delivery plan for Qatar National Vision 2030. In Invest Qatar's summary, "substantial growth potential is expected in emerging clusters, such as green technology and creative industries". Creative industries are an emerging cluster, not one of NDS3's core sectors such as manufacturing, logistics and tourism. That makes this an early-mover moment. Founders who build credible creative businesses now help shape a sector that policy has flagged but not yet filled.
