
QDB Launches Manarat, a 16-Unit Advanced Manufacturing Hub for Qatar's SMEs

Doha, Qatar — October 1, 2026. Qatar Development Bank (QDB) has opened Manarat, the country's first dedicated Advanced Manufacturing Hub — a 16-unit, ready-built industrial complex in Qatar's New Industrial Area built to help technology-driven manufacturers move from pilot production to scale. The hub was launched on September 30 in partnership with the World Economic Forum's Centre for the Fourth Industrial Revolution (C4IR) and the Ministry of Commerce and Industry (MoCI), and targets factories working in medical devices, pharmaceuticals, electronics and telecommunications, robotics, and chemicals.

Manarat bundles support that manufacturers would otherwise have to piece together from separate channels: advisory services, financing, and export assistance, delivered alongside the 16 ready-built factory units themselves. Applicants go through a two-stage assessment — the first screens for basic eligibility and technical readiness, the second evaluates technical and commercial viability — before a company is allocated space in the complex.
Dr Abdulla Hamad al-Qahtani, QDB's Senior Manager of the Manufacturing Hub, said the name — Arabic for "lighthouses" — reflects the ambition behind it: for Manarat's tenant factories "to become role models in advanced manufacturing." Top-performing tenants could eventually be put forward for the World Economic Forum's Global Lighthouse Network, the Forum's running list of the world's most advanced factories.
Manarat is the physical follow-through on a partnership QDB, MoCI and the WEF first struck in 2022, when they launched Qatar's Advanced Manufacturing Hub (AMHUB) as a convening platform — roundtables and SME gatherings aimed at the same technology-driven sectors. Manarat turns that platform into floor space. Dr Hamad Salem Mejegheer, QDB's Executive Director of SME Development, described the goal as using the complex "to empower companies to accelerate their growth, expand production capacities."
The timing lines up with Qatar's National Manufacturing Strategy 2024–2030, which aims to grow manufacturing's share of non-hydrocarbon GDP and support local production across advanced-technology fields. Abdulla Ghanim al-Maadeed, MoCI's Director of Industrial Development, pointed to the scale already in motion: cumulative investment in Qatar's industrial sector reached QR248.44bn in the second quarter of 2026. Dr Abdulaziz Khalid al-Ali, C4IR's Director, framed Manarat itself as "a major step towards stimulating innovation and elevating the competitiveness of Qatar's industrial sector through smart infrastructure."
Most of the startup-support infrastructure Qatar has built in recent years — QSTP's incubation cohorts, QDB's own FinTech Hub, the Digital Incubation Center, a steady run of hackathons — has centred on software, fintech and other digital ventures. Manarat opens a comparable pathway for hardware and deep-tech founders: companies building physical products in medical devices, electronics or robotics, who have had fewer local options for moving a prototype into an actual production line.
Paired with QDB's existing SME lending and export programmes, Manarat gives manufacturing-focused entrepreneurs a single address for advisory, financing and go-to-market support, rather than assembling it piecemeal. The real test will be who applies and who is approved: a first cohort of tenant factories will show whether Manarat becomes a genuine new leg of Qatar's entrepreneurship pipeline, or stays a niche play for already-established manufacturers.
