On 1 February 2026, Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani inaugurated the third edition of Web Summit Qatar at Doha Exhibition and Convention Center (DECC), running through 4 February. The opening brought together ministers and senior officials alongside global founders, investors, and technology leaders.

Leadership messages and strategic positioning

The opening framed Qatar’s ambition to be an active platform for global innovation—emphasizing international partnerships, an enabling environment for startups, and the infrastructure needed for next-generation tech (especially AI). (

Major announcements affecting the startup and VC ecosystem

1) National AI push: QAI

Qatar highlighted the role of its national AI company in building “sovereign” AI capacity (infrastructure and software systems) to strengthen domestic capabilities and support partners internationally.

2) Venture capital scale-up via Qatar Investment Authority

The country announced an expansion of the Fund of Funds initiative by an additional USD 2 billion (bringing the program to USD 3 billion), aimed at deepening the venture ecosystem and anchoring more global VC activity in Doha.

3) More “startup runway”: incentives, compute credits, and faster setup

Key measures announced/spotlighted included:

  • Dedicated computing credits for Qatar-based startups (to accelerate AI and tech development).
  • An increase in startup incentives (described as an eightfold increase), alongside signals of strong pipeline growth (registrations up; applications exceeding 6,000).
  • Faster operational onboarding during the summit period (company formation, banking, and residency processes presented as achievable in days).

4) Longer-term founder attraction via Qatar Development Bank

The “Start from Qatar” program was extended through 2026, alongside the introduction of a 10-year residency track for entrepreneurs, founders, investors, and senior executives.
