

Research, development and innovation is often framed as something countries pursue when conditions are calm and resources are abundant. In reality, that logic is backwards. Innovation capacity becomes even more important when states face disruption, because it gives them the ability to respond faster, adapt systems under pressure and protect long-term national goals at the same time. For countries in the Gulf, and especially for Qatar, this matters in a regional environment shaped by geopolitical tension, supply-chain fragility and rising technological competition.
RDI is not simply about future growth. It is part of how a country prepares itself to function effectively when external conditions change suddenly. The states that are best able to absorb shocks are usually the ones that have already built deep research systems, capable institutions, skilled talent pipelines and strong public-private coordination. Those assets are not created in the middle of a crisis. They are created years earlier through sustained policy commitment.
In stable periods, RDI supports productivity, diversification and competitiveness. In unstable periods, it becomes much more immediate. It helps governments and institutions solve urgent problems, maintain continuity and redesign systems in real time. Whether the disruption comes from conflict, pandemics, natural disasters or technology-related vulnerabilities, innovation capacity becomes operational. The real test is no longer whether a country values RDI in principle, but whether it has built enough capability to use it when speed matters most.
This is why innovation should not be treated as a side agenda during periods of pressure. Crisis does not reduce the relevance of RDI. It increases it. A country without strong research depth, technical capability and institutional readiness is forced to react with fewer options. A country that has invested early has a much better chance of responding with agility and protecting its development trajectory.
Major crises have repeatedly accelerated technological progress, but those breakthroughs have almost always depended on capabilities built long before the emergency itself. Wartime pressure accelerated advances in radar, computing and aviation. The Cold War era contributed to the development of technologies such as satellite systems, GPS and the early internet. More recently, the Covid-19 period showed how scientific platforms, diagnostics and vaccine technologies could be scaled rapidly when the research base already existed.
The lesson is not that crisis automatically produces innovation. The lesson is that crisis compresses timelines and exposes which countries already have the foundations needed to move quickly. That includes research institutions, funding systems, industrial capacity, talent and effective coordination between public and private actors. Without those foundations, ambition alone is not enough.
Recent international examples show that governments do not usually push RDI aside when they face serious pressure. They tend to draw it closer to the centre of national strategy. In Singapore, the Covid-19 period saw strong emphasis on diagnostics and later on strengthening vaccine-related and biologics manufacturing capabilities as part of preparedness. In South Korea, supply-chain risk pushed semiconductors even higher on the strategic agenda, with additional support for ecosystem capacity and R&D. In Japan, post-Fukushima reconstruction incorporated science, technology and research into longer-term rebuilding and revitalisation efforts, including dedicated innovation institutions in Fukushima.
These cases point to the same conclusion. When states face disruption, the smartest response is not to retreat from innovation investment. It is to redirect and intensify it toward resilience, security and long-term competitiveness
Qatar enters this period with a stronger base than many countries in the region because it has spent years building institutions, research infrastructure and national strategy around innovation. The country has a clear long-term framework through QRDI 2030, which sets out transformation elements and national priority areas for the ecosystem. It also has the Third National Development Strategy 2024–2030, which places resilience, sustainability and economic transformation at the centre of the next stage of development.
Qatar also established the Qatar National Research Fund in 2006, described by the UK government as the first research fund of its kind in the Middle East, giving the country an early institutional platform for competitive research funding. Over time, this has been complemented by major universities, specialised research centres, international partnerships and a growing innovation ecosystem linked to both public priorities and private-sector opportunity.
That means the country is not starting from zero. The challenge now is not how to create an RDI system from scratch, but how to protect and use the one already built more strategically in a more uncertain environment.
The most serious threat is not only the immediate impact of disrupted trade, logistics or market uncertainty. The deeper danger is strategic hesitation. When countries reduce attention to RDI during difficult periods, they risk losing more than short-term momentum. They risk erosion of talent, weakening of institutions, declining competitiveness and a slower pace of technological adaptation. Once those capabilities begin to weaken, rebuilding them is expensive and slow.
For Qatar, maintaining continuity in RDI matters because resilience is no longer separate from development. The systems that support innovation also support security, productivity and national adaptability. In that sense, innovation policy is increasingly part of national capability itself.
Qatar’s next move should be to shift from simply expanding capacity to using that capacity more deliberately. In calmer times, policy often focuses on building institutions, talent and infrastructure. In more volatile times, the focus has to move toward capability: how knowledge, technology and partnerships can be mobilised to meet urgent national priorities.
That implies stronger prioritisation of fields that serve both resilience today and competitiveness tomorrow. Areas such as artificial intelligence, advanced computing, semiconductors, cybersecurity, digital infrastructure, energy systems, logistics innovation, dual-use technologies, and water and food security are especially relevant because they sit at the intersection of crisis preparedness and long-term economic transformation. QRDI 2030 itself frames Qatar’s innovation agenda around national priority areas and ecosystem transformation rather than isolated research activity.
The broad policy lesson is simple. Countries that neglect innovation in stable times tend to struggle in crises. Countries that cut back on RDI when pressure rises risk falling behind just when technological capability matters most. Countries that protect and refocus RDI during periods of disruption are more likely to emerge stronger, more adaptive and more competitive.
For Qatar, the issue is therefore not whether innovation deserves continued support. The stronger argument is that research, development and innovation should be treated as part of the country’s strategic operating capacity across both stability and disruption. In a world where resilience increasingly depends on knowledge, technology and speed of adaptation, RDI is not an optional policy track. It is one of the foundations of national preparedness and future strength.
